The Marcellus Shale is one of the largest shale formations in terms of land area, and underlies many different states.  Most of the current activity is centered in Pennsylvania.  Oil and gas activities in Pennsylvania is regulated by the Pennsylvania Department of Environmental Protection, Bureau of Oil and Gas Management.  The web site is located here:

Marcellus Shale - Taxes

The Pennsylvania legislature is considering passing a severance tax on natural gas production in the state. Governor Ed Rendell proposed a 5% severance tax on, which would provide an estimated $107 million in tax revenue.

Most other states impose a tax on oil and gas production according to supporters of the bill.
